Senior Public Defender

Libby earned a Bachelor of Science degree from Northern Michigan University in Political Science/Pre-Law, a Master of Public Administration degree from Central Michigan University, a Juris Doctorate and Master of Laws degree from Western Michigan University Thomas M. Cooley Law School, a Graduate Certificate in Grant Management from Central Michigan University, a Master of Philosophy in Criminal Justice from Walden University, and a Doctorate of Philosophy from Walden University.

She is passionate about the law, the Upper Peninsula, and has served indigent individuals and the public at large for nearly a decade in Northern Michigan as a litigator, trial attorney, counselor, quasi-judicial officer, and an administrator as Managed Assigned Counsel for Cheboygan County, Attorney Magistrate for the 89th District Court, Chief Assistant Prosecuting Attorney for Cheboygan County, and as a Staff Attorney for the Michigan Advocacy Program.

Dr. Libby was awarded the Emelia C. Schaub Pioneer Award in May 2023 from the Tip of the Mitt Region of the Women’s Lawyers Association of Michigan, has served on several nonprofit boards, and installed youth programming at several Northern Michigan high schools for students interested in the law. Dr. Libby is licensed to practice law in the State of Michigan and in the Supreme Court of the United States.
